Ya know with speed equal I think I'll go with EVA, earthquakes shouldn't really be more than an annoyance to him and the energy attacks would probaly have some trouble getting past his barrier. EVA could always just kick the "Angel" gone or just step on her, giving him(or it) weapons should makes things even easier.

Those earthquakes can launch EVA-01 to LEO with ease too. And it's kind of hard to step on airborne enemy. Additionaly EVA-01 is not fast enough to step on her because Tenshi can hide herself under/behind earth formations.

I give the win to Tenshi but Shinji will give her difficulties during the fight her AP and Durability surpresses him by at least a level and she has far greater reach then him not only does her inate ability can be a problem to shinji but her blade could easily rupter the earth and propel it into orbit. I would say he could win if Tenshi didn't have Hisou no tsurugi but with it he's out of his leauge againts Tenshi although he will go down fighting.
