Why is he is rated at likely Low 1-C, instead of straight up Low 1-C? Even going by the profile, he has more proof for Low 1-C instead of 2A. 2A doesn't make much sense for him...

Yes, tier 2-A is a bit strange, although other abstracts have some problems in Ap as Lord Chaos and Master Order too

I have been looking around and there is more evidence for high 1C than there is for 2A. Even low 1C is questionable more or less .
