Despite Eru's vast superiority over most 2-C's , Bloom actually is the stronger 2-C. ( Bloom's Dragon Flame was so strong, an tiny portion of that power was required to unseal Acheron , whom created the Legendarium , which houses at least 21 universes. Even if we ignore that, creating the Magic Dimension , which houses at least 10-20 universes , was an effortless feat on the Great Dragon's part . So even her basic forms will scale to this, and she gets far strong as the series went on . ) . Even if we ignore that, she has a lot of hax even as charmix. So... Through hax and power advantage, Bloom has my vote.
