Physically, yes. But in his suit (which is standard equipment in this key), he has 8-A durability. Like T'Challa's Panther Suit, Killmonger's Jaguar Suit does all the tanking for him.

His second key just says "Enhanced." His 9-A version is when he's consumed the herb but doesn't have the suit, right?

I specifically said 9-A versions so why would that mean the AP of his 9-A version but the durability of his 8-A version?

The suit is standard equipment in that key. When he's enhanced by the Panther herb, all of the fighting he does is performed while wearing the suit.
You might be able to restrict the suit though. The rules on restricting things have been weird lately, so Idfk.

When? If you mean the Trial by Combat, then they explicitly weren't enhanced by the herb.
If you mean their second encounter, they had their suits on by that point. The closest moment I can think of is when they were down near the train-rail whatever-it-was-called that was obstructing their suits' abilities every moment or so. But they still had them on, and their suits only stopped working when the train passed by and activated the fields.
