Environmental Destruction with magic?

I don't understand something, when is creating storm a feat of AP and when is just Environmental Destruction?

In The Legend of Zelda verse we have a lot of characters who are capable of creating storms and the like with magic, and we also have that in The Witcher verse! Why in TLoZ is scalable to Attack Potency and in The Witcher it isn't?

This also applies to Overlord, even though it's extremely cringy scaling them from clouds. But I would like to know about Zelda.
 
Magical guy shoots his staff to the sky, creates storm, then uses same staff to hit Link. Link can tank it. Brute force monsters can harm Link. 3rd law of newton means their durability scales. Link can harm the monsters.

And what about Levias?
 
In witcher verse wizards can summon storms and the like but that doesn't scale to their magic attack spells. Why this doesn't happen to TLoZ verse? I'm not saiying to downgrade the verse or upgrading witcher's, just want to know why.
 
Mages in Witcher can indeed summon storms, meteors etc. but their normal magic, like fireballs doesn't scale at all. They already have Environmental Destruction on their profiles.

Wizzrobes in TloZ can summon storms but It scales to their normal attacks, like thunderballs.
 
Just came in to day we don't use that storm feat done by the Wizzrobes anymore (Curse you CAPE), not that it makes a difference in the point your making here. Also we do seem to be inconsistent in regards to environmental destruction via magic, in some verses we treat regular magical attacks as on par with storm feats under the logic of they bith come the same source of power and in others we don't. Also depends on how much effort they put into storms, if it takes noticeably much more effort and time for someone to make a storm then it does to toss out normal magic attacks then obviously not all of their magic attacks are scaleable.

Yeah I know that now everyone scales to Levias' feat, but you understood my point. So how can we assume if some magic feats scales to normal magic attacks or not?
