I thought this was a neat idea...

Base Johnny Cage is used,

Starting distance is 6 m,

Speed is equalized,

and Battle takes place inside the Dolby Theatre.

Johnny’s AP is 0.09 Tons of TNT

Fei’s AP is 0.10 Tons of TNT

The AP Gap is around 1.11x

I'm gonna vote Johnny Cage since he has a larger variety of skills. He has projectiles while Fei Long does not, and has a plethora of techniques. Not to mention the dreaded Nut Punch.

Plus he has a better run in canon than Fei.
 
Gotta agree with Sonuske, Johnny's got the whole "protagonist" factor which put him against more battles, deadlier situations, more techniques and so on.
While they would surely be a match to each other given that the skill gap isn't too wide, I'd say Johnny has what it takes to win a good amount of times more than Fei Long.
