This seems like a range thing, since he'd be swiping across it and smashing all the buildings
It probably in actuality isn't that impressive, but probably solidly 8-C to High 8-C

It is refering to a New York city block though, the city with hundreds of Skyscrapers ......that would warrant tier High 8-C at minimum

You can hit a lower portion of the building and make it fall down
Without further context and considering Godzilla is not massive enough to where his tail is larger then said skyscrapers that's what most likely happened

Though the volume may **** with it and lower the result a bit.

Toss that into the calc request thread, you'd probably be pleasantly surprised.
