The visible electricity would just be electricity speed then. Which is lightning speed if it meets lightning speed standards and unknown if not.

The electromagnetic wave part should travel at the speed of light in air. However, the practical limit for how long until it takes effect is likely more dominated by how long it takes for the electromagnetic wave to actually induce a current in the device after the wavefront reaches it.
