Even then, seems like Sasuke outranges, unless you can say how complex his attacks are. If they aren’t too complex, then Noelle should have no problem dodging them and even grazing them to build up TP.

Can she dodge/graze attacks like that if the attacks aren't SOUL based? I don't think any Deltarune character besides Kris shows any capacity to dodge physical attacks, and I'm almost certain you can't graze attacks if they aren't SOUL based.

Since when would they only be able to dodge SOUL based attacks but not physical ones? Nothing even states so. Plus, if Kris is down during the Snowgrave route against the second fight with Berdly, Noelle herself is still able to dodge the attacks.
