I think Luigi should have a key "Dreamy Luigi", because this character is "different" to the true Luigi.
He is a habitant of Dream World and a sort of manifestation of Luigi's mind. He also have multiples powers who Luigi hasn't, like Duplication, Time Manipulation, Gravity Manipulation, Summoning, Reality Warping, Possession, Weather Manipulation, Air Manipulation, ect..
He should has the same AP/dura and speed as Mario and his true-self, he also defeat ennemies like Antasma and Bowser.He should also be likely Multiverse level because of having defeat Dreamy/Oni Bowser.
