Dragon level threat tier (OPM)

why are dragon level threats classified as tier 7-B when the very definition of a dragon level threat is "a threat to MULTIPLE cities."

shouldn't characters like carnage kabuto or melzalgald be high 7-B or low 7-A?

Because being a threat to something isn't remotely the same as actually destroying it.

yes, i see now. there is a clear distinction between being a threat and actually destroying a city. close this thread or something i guess....
