Time paradoxes are not a thing in dragon ball effecting history here refers to creation of a new timeline due to unnecessary changes to history although I don't know if being outside the flow of time alone is enough for type 4 this might just be nothing

In DBXV there are many instance of changing the past cause the change to future as Demon and Time Breaker can time travel freely without creating a branching timeline. But again this is more of a type 4, type 4 require your existence to operating on different law, cause and effect

Outside the flow also doesn't last time i checked, you clear statements or showings that being outside grants you some form of freedom over some aspects of causality
