watched the episode ,frieza shown destroying planet vegeta in his 1 form, and there is more dialogue from toriyama script that was added in the series and that it wasn't included in the movie,also they may also include the part from toriyama script that shisami is a paid mercanary since in the movie he is refered as one of frieza's men.

I think he just might have been 4-A due to the fact when cell revived after his explosion, while he still got a power boost, I doubt he had his ki restored fully, since he doesn't has unlimited ki like the androids.
This is further backed when Goku gave him a senzu and he took it without complaint, since he was most likely drained or tired a little due to regenerating half his body.
SO... most likely the SS claim was when was most likely quite drained of ki.
