Strong enough to make an injured, after only one fight, 100% Jiren struggle. But even then, that was done when Goku was recovering from post-Ultra Instinct stress disorder, and the fatigue and damage from previous fights where he used Ultra Instinct Sign and Kaioken all willy nilly, so he's even more powerful than that if he were fully recovered. There's also Frieza, but he was pretty cucked hard before 131 anyway.
