i think you can make Ki Buu and Super Buu as 1 character, but Fat/Innocent Buu definitely need to be a separated profile

No, but the Buu are all the same guy. Super Buu is Innocent Buu in a battle-ready body, and Innocent Buu is Kid Buu after absorbing the Grand Supreme Kai. Would we give Cell different pages for his different forms?

At the very most, you could split Kid Buu off.

That's not what fat buu is. It's buu but less evil and innocent. Regardless, by that logic, fat buu would need to be on grand kai's profile.
Also that is a horrible analogy.
