Before I somewhat upgrade Part 1, there's one pressing issue I must adress first. Many here seem to think that Chi Users from Dragon Ball get their durability lowered when they have their guard down or are not concentrating, that however is only about half-true.
Back in the fight between Vegete and Recoome, the ginger giant got caught off-guard by the midget's rising power and in result he got trashed and blasted. Not a single HP point went down that day.

"Reecome was concentrated". Except he wasn't, in the first scan you can see the thing that authors use for when a character is caught off-guard or suprised.
Shortly after, he caught Reecome off-guard for a second time, if his durability had gone down, the poor Ginyu's body parts would have scattered across Namek faster than the Dragon Balls.

Why wasn't he pulverized?
Now, this is an example no one can refute. Kuririn kneed the top of Reecome's head while he was doing his Eraser Gun and didn't crush the latter's skull:

Then Goku came, and you all know what happens next-- Our hero strikes the monster while he was wide open!
... Out of all the off-guard/sneak attack, this was the only one that took the giant down? Could it be, because Goku was... strong enough to knock him to size? No, it can't be.

Everyone else seems to agree that even if that was a sneak attack, that shouldn't have don nothing:

I know that the Ginyu's say it must be a combination of dumb luck and Reecome letting his guard down. Unfortunately, for them, it wasn't the case. As Vegeta said "He's radically raising his Chi only in the instant he attacks..."
For the most part of the time, while Goku is not fighting, sparring or training he powers down as there is no need to be at 100%. That's what got him defeated by Sorbet's Laser Ring, the fact that he had powered down enough that the laser could easily pierce his skin. "How did Frieza know Goku'd end up powering down?" Simple, he has done it before in their previous fight:

That's why in Dragon Ball Super they changed it so Goku had to return to his base form for Sorbet to be able to wound him, he can't do the same to a SSB as it's a powered up form of the Saiyans.
Oh! And before you mention Vegeta knocking Goku out while the poor Saiyan had his guard down, it can easily be explained. Have you ever been hit in the back of your head? I have and that stung! I've heard it can even kill a person. This happened last year, I was 15 and my brother 12, the difference in our strenghts is noticeable. Now imagine someone dead eve in terms of power with you doing the same thing?

What Whis is teaching G&V is the ability to react and power up without consciously doing that, basically instantaneous reaction of some sort, we'll learn more about it soon as the series progresses .
Goku is just too soft, he had to learn from his mistakes one day or another. He'll think twice before powering down in front of another opponent again.
