Have any of you even read Dr. Slump?

God is "the total creator, Lord of the Galaxy", a man who appears to only keep track of the Milky Way, references the galaxy as the extent of his destruction, and exclusively observes and judges planets; a man who is physically weaker than a nonchalant Arale and possesses weaker telekinetic abilities than Turbo, a genuine baby. A man who is never once considered the creator of the universe.

Low 2-C is a no-go. Creating "the Universe, Heaven, and Hell" does not even constitute Low 2-C without explicit mention of time.
His rating should be changed to 3-C with powers. Also his Massively FTL+ justification should be changed, because his jurisdiction extends only to the galaxy.
also, while we're here, why do we treat dragon ball as canon to dr. slump?

Yes. Tho I haven't seen the anime

Initially, when I saw that, I thought the feats being used here came from the anime. But if anime don't have anything tier 2, then Idrm him being downgraded to from low 2c.
