It's not actually certain if he will get scaled to 2-A Eternity, even though he has beaten Eternity twice (in Strange Tales Vol 1 #146 and Defenders Vol 3 #3). Now have to see whether they're outliers or not

He didn't actually beat Eternity in Strange Tales#146(Far from it according to many characters, handbooks and statements), but was able to do some considerable damage and ended up practically injured in the top of all. Dormammu was also amped by Umar's powers in the second encounter through a shift in the Cosmic Axis, although we do know where Umar stands in relation to Dormammu power-wise. He shouldn't be that far below Eternity, though....Especially because the character got progressively stronger as the time passed and received many amps, some which are quite big.

Dormammu has beaten and kinda fought four different enemies who are at least a threat to Eternity. It was Dormammu who sealed Zom's power from 500 years(A being more powerful than Eternity) in the end; A weakened Dormammu defeated Slorioth, who could cause a cataclysm on Eternity just by existing(The Living Tribunal itself declared Slorioth too powerful/dangerous to exist); Stomped/Defeated Giraud of Heaven and the rest of the GotG(The same who Giraud made Eternity utterly scream in pain before). His power is often misunderstood by many readers, in fact, I've heard there's even a comic where LT considered Dormammu as enough threat to personally stop him.
