I think HDE is supposed to be there but they forgot to add it after they made the tier 1 upgrade

There's also the fact that he's a being from the void which is currently accepted as a 5-D realm
All primevals should be 5-D and have HDE due to this
The void being infinitely above the 2-A constructs in the verse (which the primevals created)
