Don Quixote de la Mancha:

The famous antagonist of Spanish Literature:

Inconclusive:

Don Quixote de la Mancha
Halnaker Windmill 2

Usually, it will start by spinning around it's deadly blades of doom in the wind.

It opens with its wind manipulation, I believe.
Whether the Windmill has wind manipulation is a topic that has been hotly debated in CRT's. Given that it does not directly affect the wind, and is moreso affected by the wind, it'd be more accurate to say that the wind has Windmill Manipulation.
