Doflamingo Speed Upgrade to Rel+

This is a thread to fully upgrade Doflamingo to Rel+

As we know the current ratings for the one piece profiles with speed are honestly... horrible and outdated, despite multiple feats that can get them far above where they are now, but let's focus on this.
Doflamingo was able to hold back luffy's gear 4th for 25 minutes with his awakening as a whole, and push him back, to where Luffy couldn't fully on blitz him.
For this reason I want to propose that doflamingo gets a full on Relativistic+ rating, with awakening, for pushing Bound-Man back and at bay, while luffy was coming in on him, and doing this for 25 minutes straight.

Speed: At least Massively Hypersonic+, possibly Relativistic+ (Faster than before. Although inferior to Doflamingo with Gear 2nd, Luffy was still able to keep up with him after he had been impaled by Law's Gamma Knife), Relativistic+ with Gear 4th (Boundman blitzed Doflamingo from hundreds of meters away. Outsped Charlotte Cracker's Biscuit Soldiers)

Isn't the primary reason for Luffy being Relativistic+ that he is blitzing Doflamingo?

He was blitzing him before he activated his awakening, which is why I'm suggesting that he only get this rating with his awakening, for keeping luffy at bay with his awakening for 25 minutes

Why would his Awakening increase his speed? Doflamingo was still getting blitzed by Luffy even after he started using Awakening, like when Luffy rushed him and used Leo Bazooka after clearing his defenses.

If that is actually the case, then he shouldn't fully scale, wouldn't a likely be better than a possibly?
