Does Time Travel make you immune to Time Stop?

Does it make a character immune to Time Manipulation? Or is it only useful for killing non-Acausual foes?

Time can be manipulated/stopped before a person can attempt to go back/forward in time, unless said previous person has immunity to time stop.

With that said, would Homura be a character who is immune to time stop as well being able to travel through time? This may be because Homura is able to stop time as well as travel through it.

^That depend: If she's the "Han shot first" type, she may not have that property, if she could exert control over spacetime conciously though, she may be, though that depend on plot and description.
