In this cutscene, we see a streak of electricity emanate from a malfunctioning device and a character reacts and moves to block it. I'm not familiar with lightning speed rules, so I wondered if this counted.
Last I checked, any electricity higher than a certain level of AP is treated as lightning speed here. That might have changed, since most characters who use electricity like that either have cloud to ground lightning showings or just speed feats in that range or higher already, or both.
I'm pretty sure since it's electricity coming from a malfunctioning device you just use electricity speed. Dalesean has used it in calcs and I'd say he's pretty reputable when it comes to calcs and knowing the standards.
