So I've looked at the Warhammer Cosmology page as well as the blog post about the Warp and I wonder if the Warp is still Outer with the new Tiering.

• It is "unreality", shaped by the thoughts and emotions of mortals.
• It is described as dimensionless and it defies explanation of any kind while higher dimensions, although complex, are still explicable.
• The first layer of the Warp can house a higher-dimensional reality of any size; its inhabitants have no dimensional restrictions save for those they impose upon themselves.

So, will the first layer remain Low 1-A while the second and third layers will remain 1-A ?
