Does reading the opponent's mind and knowing what moves he'll make count as precognition? Specifically thinking of Severus Snape atm.

Not really, power qualify as Telepathy as Weekly said, is not that the user see the future, is just that read the thoughs of the opponent and it already knows what is going to do. Naturally, it doesn't work against those opponent that behave instinctively or do not think in battle.
