Does Principle Manipulation qualify for Conceptual Manipulation

Oxford says this:

1) a fundamental truth or proposition that serves as the foundation for a system of belief or behaviour or for a chain of reasoning.

2) a general scientific theorem or law that has numerous special applications across a wide field.

So no, this alone isn't what the wiki count as concept BUT it can be based on in verse context.
Anyway it looks like law manip at last.

I believe it personifies concepts in this specific context. "To keep the mechanism of the world in perfect equilibrium, a complex of fundamental principles was created by Nature itself."

Also, this can be another definition of principle, and this is primarily how I define the word "principle":
a basic idea or rule that explains or controls how something happens or works
 
So, I was on the Abilities & Powers Evaluation thread & I was told that creating a fundamental principle wouldn't qualify for CM. I doubt this is true since principles by definition are concepts. But I wanted to see what others think.
Principles can be both laws and concepts depending on context.

As to how we decide which one it is, if the Principles decide whether a thing can do something or not, that is a law, and if it decides/defines what that "thing" is to begin with, that is a concept.

However, do note that it can be both simultaneously as well, of context is sufficient.

Which one do you think it is in the context described above? It should be the one you described as a concept

To me it just seems like law hax. The fact that it said "to keep the mechanism of the world in equilibrium", indicates that some set of rules were made so that certain things cannot be done and the world remains in balance, which gives all the more reason to treat it as law manip (rules are laws)

Not much is described about the mechanism. The principles disappearance did lead to the world messing up and eventually ending.

I think "to keep the mechanism of the world in perfect equilibrium" means is to ensure everything is in harmony & functions. Everything is determined by the principles. This is just what it seems to me.

I can't use imgur since I'm in school. So I'll quote what happened in the disappearance of the principles.

"With every sweep of her staff, creatures draw their final breaths, and with every frosty step, the frigid air snuffs out the last traces of warmth. The harbinger of ice arrives with the twilight. Now that the principles she once guarded have withered away, and crystal-clear ice has faded to a pale, lifeless white, she is no longer the one who nurtures life but the herald of its end. This looks a personal principle, like
"I will never commint a felony".
Like she no longer has these principles so now she commits felonies.
You need more context that explain what those principles are and here i can't really see anything. But maybe it's my english comprension that lacks.

No. She is a Guardian of Nature. This is obviously not in reference to personal principles. I'll get scans after school, but I'll quote again.
