Does noticing Stealth attempt Resistance to Stealth Mastery?

it's not really enhanced senses on its own, just being perceptive
 
I don't think there's a such thing as "Resistance to Stealth Mastery" as Stealth Mastery isn't actually a power. So, hard no.
 
No, people can't resist Stealth Mastery in the same way one cannot resist Weapon Mastery or Martial Arts.

And whenever is Enganced Senses or not is relative to the level of Stealth Mastery, and also depends of context (i.e. If the thief misstep into dry leaves and produces sound, the people that heard does not obtain any special power).
