Does interacting with data allows you to interact with info type 2?

No, the only one similar to Data Manipulation is Information Manipulation Type 1 but datas are like packets of information so manipulating them does not really amount to manipulating the information itself, same thing with the interaction.

Data manipulation refers to the alteration of digital data only, whereas information manipulation has much broader range. So I would say no, it can't

Depend on what kind of Data you talking about, Data that somhow being fundamental building block of actual reality mean it is equal to information type 2, generic data that is computer program shit only is, of course just digital data like everyone have said above, data that related to memories, knowledge thing is information type 1 or physical data/information. So again it is depend on contexts and feats of this suppose "data"

Usually the data is essentially information type 1 so the answer is no. But sometimes the data is a fundamental aspect, i.e. information type 2, in this case yes. Generally, the answer depends on the type of data being mentioned here.
