Doctor is the fastest MFTL+ on this wiki | Doctor Who CRT

This would be perception time, not reaction speed.

But to begin with, the wording is way too vague to conclude that this is referring to him going through all information in universes, down to every single quantum particle.
They are having a contest of knowledge, exchanging information, and have "other galaxies and universes flash through their consciousness" as well as "matching each other with some obscure detail of knowledge".
The knowledge that has "universes" flash through his mind could literally just be "my next piece of knowledge is that I know of a few alternate universe, here is what they look like".
Too vague, in my opinion, especially if an extraordinary value way beyond other feats is supposed to be justified with it.

Yeah I think this is more about knowledge, plus it is very much not consistent amd happens in secondary media

Unless it is like, directly stated, all Doctor who secondary media stuff is canon.

Torchwood is canon for instance, though it admittedly has a guy from Doctor Who in it. Played by John Barrowman.
 
 
I understand that it may sound a bit weird, but Time lords has already had feats of processing information at such high levels, working in nanoseconds and chronons(Chronon lasts 6.27e-24 second - Decalog ), hell, it is likely that they have immeasurable speeds when they are at full speed given that they think in more than 4 dimensions (Doctor Who: Peacemaker), and act beyond lineal time (The Taking of Planet 5)

But again, this is processing speed/Perception speed that they can speed up(DWM Comics #193: The Warmonger), turning miliseconds into minutes(Myths & Legends - The Multi-Faceted War, 29 June 2017) or not, normal reaction and combat speed would be nanoseconds (the feat said in The Witches Familiar basically has the doctor doing such actions apart from doing all those calculations in 4 nanoseconds, Missy/Master can do it too as she explains to Clara she did that to avoid Cybermen and Daleks attacks) and when Uses Handles to block Cybermen's wrist lasers(The time of the Doctor), which move should similar to cybus-Cybermen that are particle beams (he Visual Dictionary (reference book) - 2010 Edition), also all laser weapons (A Sourcebook for Field Agents) are Light speed, so dodging laser in DW are around that speed
 
pretty sure that isnt immesurable speed perception, technically to build a time machine you need to think in 4 dimensions for example lmao

The lower speeds you mention are not even close and if the higher speed value you mention were acceptable we wouldn't even need to debate this feat.

But, as said, the primary problem here is that this is an extremely optimistic interpretation of what happens to begin with.

Arguably not even superhuman.
 
Either way, honestly i have my own doubts about the calc (thought it need a better low ball), it's still going to be MFTL+ no matter how you want to look at it because Genesis has access to all of humanity's knowledge from near the year 3000 and he and the doctor went through all that information.

I will remade the calc
