Do we automatically assume the creator of a verse has all the abilities of said verse amped to their level?

Pretty much the title.

Imagine Character A, who is Tier 1-A. He created a verse filled with 9-B's and A's, but they have really good hax. He rceated absolutely everything including their hax.

Do we, by default, assume all the hax he created to be 1-A when he uses them? I recall a thread where it apparently isn't like that, but I can't seem to find it.
 
IDK also depends on whether the creator embodies everyone in the sense that he is all that exists, or if it is something more than he is an individual being that creates everything exists through a single mechanism such as a multiversal Viva, it can be That he doesn't even have all the hax of his verse to begin with.

Assuming he is absolutely everything in the verse.
 
We do not assume the creator of the verse has all powers and abilities by default unless there's like lore about them being the about being the ultimate source of this universal energy source and said universal energy source enables every hax ability in said verse.

Assuming they actually do have everything, and that they are the source of everything. Do we assume every ability they have is 1-A?
 
Like others have said the default answer is no unless the creator of the verse is explicitly stated to be source/origin of the P&A of the verse in question and has the feats/statements of using those said P&A on it's level of existence.

Will of the Honkai iirc is a good example of a supreme being that fits both criteria of having all the verse's P&A and being able to use them on it's level of existence (in this case 11D).
 
Creating characters doesn't mean you have their powers. If you embody all characters, then you do have all of their powers, but on their level (since you only have the powers because you embody said character). That's the default assumption at least, this can differ with more context.
