I think there's a limit to how much power Ditto can use. For instance, it may change into legendaries but not have a power level even close to the original.

If Ditto tries to copy the protege, the protege just outclasses him in skill.
If it tries to transform into another Pokemon, Protege does the same, but he also keeps his original powers on top of it, and none of the weaknesses Ditto has.
Protege wins either way.
