Magic is basically the fundamental aspect of a lifeforce and their essence. It affects their love/ emotion, their physical strength, physiology etc. The concept of chaos was going to stop existing and because of this, Discord began to fade away. However, the thought of chaos came back and Discord was able to come back.

However, the thought of chaos came back and Discord was able to come back.

Discord was disappearing because it was ceasing to be chaotic, something that goes against its nature. It was fading, but it didn't, so it didn't regenerate at all. If he really disappeared completely and came back out of nowhere, I think it could even count towards regeneration, but that's not what happened.

So I disagree.

EDIT: In addition, Discord is a being similar to Cosmos, so like her, he has Abstract Existence type 2, that is, it is not the literal concept of chaos. It's an embodiment, so even if he were to disappear entirely and come back, it wouldn't be High-Godly regeneration. And I don't see how magic can be as grounded as the High-Godly examples.
