More than omnipresent through time, Dialga is the time, past, present and future.

I don't think Time Stop affects an omnipresent being like Dialga.
 
This seems like a match of a pair of glass cannons at least in this case. Assuming Dio´s time stop fails, Dialga gets a chance of just using an attack to beat Dio, the queston is if Dio can hax his way past the attacks Dialga would lead. Not voting yet.
 
Dialga wins via having metal manip listed twice on his profile.

But I personally think Dialga could resist timestop. I won't vote though because I don't think I possess significant knowledge.

Dio won't BFR an omnipresent being, even if it's only through a finite amount of universes, that's for sure.

And he still needs to touch something first to affect it.
