From what I remember it's the most recent use of his erasure on an object and not space time (yes I know he used it on Good Boy Cat Plant's air bubble but that got erased in one fell swoop) also doesn't Okuyasu usually start with just regular punches rather then erasure?

Yes, it got erased in one fell swoop, but the effect drew in air, meaning that his erasure still fuses things. Also, Okuyasu has only been shown starting with punches or kicks on known Stand users, he used The Hand's swipe immediately on Josuke, unaware he had a Stand.

It's most likely because he knows his Stand is slow. Keicho apprehends him about it a lot. He wouldn't try it on someone who could see it without it being necessary, like RHCP being so much faster than The Hand's punches.
