Dio Brando (JORGE JOESTAR) VS Eddie the Head

Dio keeps spamming time-stop and one-shotting but can't get past Eddie's Type 8. He could just try using Evil Implants to control him but I don't think that's in-character for him to use. Either way, this is inconclusive or a staight-up stomp for Dio.
 
He doesnt use flesh buds, but he has used soul manip to turn others into literally himself by implanting his soul into em. Basically flesh buds on hyped up steroids. The Passion would also help, if Dio gets one drop of his blood, he will know everything that he will do before he does it and can plan from there along with contingency plans and plans for those plans.

Yes but Dio has time stop which basically lets him do whatever the hell he wants, plus precog to know what to do.
