Difference between Low 2-C and 2-C

Its the difference between being able to destroy a single space-time continuum with one attack vs being able to destroy multiple with one attack, so yes
 
Considering we wouldn't make a person who one shot multiple casual Low 2-Cs at once or someone that controls a timeline with a mere heartbeat 2-C, I'd say it's an incredibly stompworthy difference unless the Low 2-C has a significant speed and hax advantage.

Wouldn't it also depend on where that said character stands in 2-C? For example, Pegasus Seiya was able to make a slight dent in Apollo in the end credits, but Apollo is likely higher up there in 2-C, so...

But it should be similar to the gap between destroying one planet and two planets at once, which is much larger than one may expect.
 
Agreed, but since we do not know the distance, and said distance may or may not involve an extra dimension, the difference is unquantifiable.
