Devourer should be Low 1-C

The Devourer sees the universe as simulation. When you defeat a "Glitch" (it's actually a glitch in his simulation), this screen pops up which shows that the universe really is a simulation and that the Devourer is someone behind the screen who programmed the simulation. He also has absolute power over it as shown when he changed the roles of beings in his simulation.

His second key should also be Low 1-C because when you summon him in New Game + he destroys everything and actually closes the game which means he really got to the players world and can influence it.

I can agree that it's a simulation but where does it show the Devourer behind the screen? We see the blue screen pop up but then it's back to the battle.
 
While the phrasing does seem to suggest there's a reality-fiction transcendence here, I would like some addition context on this statement
 
Epic battle fantasy series is a series of five games. In the latest game it is revealed that all of them are just simulations that Devaurer made.
For example main character Matt meets with other characters Natalie and Lance in ebf3. They finish their adventure beat the final boss of that game Akron and Devaurer resets the simulation. Then there comes ebf4 with the same characters but they don't have their memories so Matt pretty mich meets them again and they go on to beat GodCat and Devaurer resets the simulation. Like it was stated in another scan Akran and GodCat were powerful foes but they were also juat part of the simulatio and have different roles in ebf5 the newest simulation.

If I understand correctly, the "simulation" here is not just a setting of a particular scene, but the baseline level of reality that the series is set in?

If so, this would qualify for reality-fiction transcendence. To quote the standards verbatim:

"Potential mediums for viewing a cosmology as fiction include: written media (Books or stories), images (Paintings, comics, or movies), data (Simulations or video games), or mental constructs (thoughts or dreams). All of the above would be considered less 'real' than the person who views the cosmology as such, and can directly imply qualitative superiority."

Being the creator of a simulation for which a fictional work is set in, with the capacity to exist outside of that simulation and pull the plug on it as pleased, is a pretty archetypal example of what would fit this standard.
