It's less regeneration negation and more that Power's blood is running rampant inside Makima, causing damage when she would be otherwise healing faster.
If it were negating the regen, she wouldn't be attempting to recover at all.

True actually, he says the blood is running amok, and we had already seen from the anti-Makima squad that continuous damage will keep Makima down despite her Contract.
It's even questionable to consider Makima's contract "regeneration" since really she's just changing attacks on her into attacks on JP citizens. My mind has been changed.
