Sounds like 2-A, being outside of time doesn't grant tier 1 for higher dimensions.

Yeah, I think 79th dimension sounds like a hyperbole; that was also used in the 4Kids TV TMNT. "I am an alien from the 79th dimension." A 2-A sized multiverse sounds legit and consistent with other TMNT cosmologies.

In DC, higher dimensions like the fifth are actually considered to be infinitly greater than the lower ones.

Yeah, 79th dimension doesn't appear to be explored much like the various Marvel or DC dimensions are.
