I'm not sure about the AP advantage.
But Sun-il is a much better fighter than Deku. Even with Deku's limited ranged attacks, as long as the AP gap isn't anything insane, Sun-il should take it.

I believe his AP is comparable to someone who one-shots baselines,
His dura is X2 Sun-Il's attacks exept his metal soles, which are 7-B

I'm also not sure how many of his special techniques Sun-il can use in this key. Though he should be able to amp himself with aura iirc.
