As for Mamako, she should be at least 0.05 tons (10x baseline) since she is able to harm someone who took on a pile of bombs worth that amount. On the other hand, Mamako's a softie, which... I tried getting her up to Tier 7, but nobody ever touched the calc.
In any case, combatants start 10 meters apart and speed is equalized. Knowing how Mamako's series works, a nonviolent win is allowable. Here are their profiles.
