Considering how everyone can dodge attacks from Livewire (and I do mean everyone. Freakin Batgirl has done it), should they be MHS to MHS+ in more than just reactions?

DCAU speed upgrade

This is a massive necro i know, but i doubt continuing this is going to cause any problem as this thread is currently very short
Livewire compares her powers to real lightning and says she's "pure electricity 186,000 miles per second"
Even Batgirl can dodge, react and block her projectile attacks multiple times. Batgirl could somewhat track her in lightning mode.
Supergirl intercepts one of her attacks and outflies Livewire and some of her blast in close range
Superman dodges several blasts from her
Flash surverly speedblitzes her in lightning mode
Superman flies way faster than cloud to ground lightning
Superman gets grabbed by Captain Marvel and shot by his lightning several times. After the last time he says"Shazam",Superman frees himeslf from his grip and uses him as a human shield just before lightning could hit him
Wonder Woman deflects several lightning bolts
There's no outlier having certain tech and powers in the DCAU at lightning speed. 2 examples very early in this verse are:
Weather Wizard who creates thunder clouds.
Maxie Zeus, one of his victims was diagnosed of being struck by lightning. He uses the same lightning based weapon on Batman and batsy slighly moves his cape just before getting struck by the bolt.
