Jiren cannot be more powerful than Infinite Zamasu. The main reason he is considered such is because of him being stated to be the "strongest foe in dragon ball history". However the problem is that nobody has actually fought Infinite Zamasu properly, and they required Zeno to eventually defeat him.
The are two other statements that leads people believe that Jiren is stronger:
-the first one is Shin saying that his power feels different than anything they have ever faced before. For starters, "his power feels different" doesn't actually mean it's greater, but most importantly the same Shin said that Zamasu's standing as a god was beyond his understanding, so if anything this proves Zamasu's superiority, as Shin could not comprehend his power while he could do so with Jiren.
-The second one is Vegeta claiming that he "never encountered an energy as heavy as this". Vegeta also witnessed what Zeno can do when he erased another timeline, or Whis when his energy was such that Vegeta couldn't move forward to attack, is Jiren stronger than Zeno and Whis too? The same Vegeta also said that Jiren was using much less strength and speed than he did against Goku (and Hit) in episode 109-111, and admitted that Jiren was very obviously suppressed, so he can't be stronger than anything he has ever sensed since he used more power before. Vegeta likely meant the energy he personally encountered, which wouldn't include Zamasu as he only used his full power against Vegito. Vegeta himself said that at the start Zamasu was just taking his time and playing with them.
Now here is the most important point:
Kefla has Jiren tier feats.
She fought UI Omen Goku and was stated to hold greater raw power than him. Her final attack could have vaporized him if he didn't dodge it. And she managed to tag Goku twice through his defensive reactions. Bear in mind that his defensive UI was mastered and thus was just as good as in his MUI state, he only had problems in the offensive side. And yet Jiren never actually managed to tag UI Omen Goku, even when he used his full power. He could only do that upon going Limit Breaker.
Zamasu is made up of two significantly stronger fighters (Future Zamasu and Black >>>>>>>> Kale and Caulifla) operating at an infinitely higher transformation (SSR >>>>> SS2), so if anything he is significantly superior to Jiren. At least before he goes Limit Breaker.
In short, even regular Fused Zamasu should be superior to Jiren let alone Infinite Zamasu, who couldn't be defeated by anyone but Zeno. Jiren has no feat that justify a Low 2-C ranking, him shaking the world of Void is an unimpressive feat when you realise that the WOV contains infinite nothingness, meaning that there is nothing to shake beside the ring and the other platforms.
Second, GOD Toppo is nowhere near an actual god of destruction. He was defeated by SSBE Vegeta, who was stated by the writers to be equal to SSBKKX20 Goku, the same Goku that was stomped by Jiren, who is stated to rival and only possibly surpass the gods. We also have no idea if he actually warped the entire WOV since it's infinite in size and we have no way of telling.
I'm fine with Low 2-C if it comes from Beerus and Champa destroying two universes if they fight each other, but not if it comes from Infinite Zamasu or affecting the WOV. But if that's the case then Zamasu and Vegito Blue should be low 2-C too due to being far superior to Kefla.
If the Beerus and Champa thing is not sufficient for Low 2-C instead, then they should all be downgraded to 3-A.
