Seems like it but I want to hear some arguments for Loki since I don't remember character too well.

His mind manipulation seems to be pretty good, seeing as he made Odin forget his powers. He also made Valkyrie relieve painful memories, something that would be significant to Vader. His perception manipulation is listed as able to shield him from Heimdall, who should have pretty nifty senses being able to see and hear from other realms. He also has transmutation, being able to turn Thor into a frog, although the exact means of how it's done are unknown, as we don't get to see it on screen.

Making Vader relieve painful memories would just enrage him and Thanos choke Loki harder.
