Just manipulating dark matter isn't any tier. If you manip all dm on a universal acale then idk but it's 3-A at best

no? what do you mean? people with earth manipulation dont automatically scale to controlling every piece of dirt in the universe at once, why would controlling dark matter automatically give 3-A because its most of the universe

it would be somewhere in tier 3. Dark matter seems to have mass and idk how much energy there is in the universe, but it is somewhere on tier 3 regardless
