metal man weakness is himself ... so we can say that cutman would also be his weakness for having similar ability. Cutman for that reason and for being more durable as well.
 
While it's likely that since Metal Man is weak to his own Metal Blades that he may be weak to Rolling Cutter, we can't just completely rule him out that easily. Cut Man is an industrial robot created for the purpose of cutting down trees. Metal Man on the other hand is a combat robot specifically designed to kill Mega Man. There isn't anything to suggest that Cut Man is more durable than Metal Man.

The biggest disadvantage Cut Man has though is his own weapon. Cut Man can only throw two Rolling Cutters at a time before he needs to retrieve them and use it again. Metal Man can just spam countless Metal Blades like there's no tomorrow. Then when you consider their fighting styles, Cut Man tends to throw his cutters and charge at his opponents whereas Metal Man spams his blades from afar and jumps away from his enemies once they get too close. Due to his superior weapon and fighting stragety, Metal Man should definitely take this.
 
Its suggested when Metalman takes more damage from the mega buster due to his flawed designe. And cutman has been turned into a combat robot, his blade is basically made of the same material of metal blade and a single one is enough to one-shot metalman. We also can still say that cutman has a bit more combat experience by being active longer.
 
It's true that Metal is weak to the Mega Buster and his own weapon (for unknown reasons iirc), but that's as far as his design flaw seems to extend to. It's likely that Metal could be weak to Rolling Cutter since both weapons are made of ceratanium and are very similar, but we can't be sure. Even then, Metal is durable enough to tank Heat Man's Atomic Fire and his other brothers' weapons whereas Cut Man is quite weak to the Mega Buster and the other weapons cause he just is.

Cut having more combat experience is debatable. Sure he's been active longer, but it's likely he continued his job as a timber robot since Mega Man is still saving the world on his lonesome and we barely see Cut at all except in Super Adventure Rockman, in Mega Man 8 as a hidden boss and the Game Boy games. Metal's in the same boat here too so I guess both are equally experienced, though just on the virtue of Metal being a combat robot superior to Cut's design, he's much better in combat.
