This is actually kind of hard to call. I believe that Vegeta is the stronger of the two without any other enhancements outside of SSB but Goku has Kaio-ken.
The thing is, however, Kaio-ken will quickly exhaust Goku, so he'll have to finish basically then and there or he'll very little left.
For now, I'll say inconclusive. Either could take it. Vegeta could apply enough pressure to win but Goku could take him out with Kaio-ken.
