CRT process

after a CRT is made, how many people need to vote on it to accept it, and what’s the process of editing the page? would I do that, if I’m the one that made the CRT? would I have to make a sandbox first? this has probably been asked before but can’t find it because so many threads about CRTs, and it’s probably on an explanation page somewhere but can’t find that because VSBW home page isn’t very organized. if there is some page explaining this, just linking to it works. thanks
