Creating an infinite sized universe?

Character A creates a new universe. This universe is infinite in size. Character A also created a temporal dimension to encompass this new universe for it to move.

I would assume this feat is High 3-A or even Low 2-C. But, i hear the word infinity and temporal dimension and that makes me think of 2-A.
Is creating an infinite sized universe with its own temporal dimensional a Low 2-C or 2-A feat? I feel it’s Low2-C but I would like some confirmation and even an explanation of why my train of thought doesn’t work.

A universe with a temporal dimension is normally just a spacetime and so low 2C.
2A is for creating/destroying infinite low 2Cs or for creating destroing a space capable of containing infinite low 2C.
The saize of a low2c dosn't metter as long as it is at least as big as our observable universe.
