That's largely unsubstained, it's far easier to assume the author wanted to portray Josuke as being ignorant on how fast his stand actually is than it is to assume he wanted to tell us CD was 300 km/h and used someone in-universe to do so.Seventy96 said:

Josuk said he bet it punches over 300km but then goes on to say he's never actually mneasured it, next chapter he catches a bullet point blank casually.
